Financial assistance by Ministry of Higher Education Malaysia for disabled candidatesChen Wan Lim
The Ministry of Higher Education (MOHE) Malaysia encourages all levels of society to pursue tertiary education, including the disabled community or OKU (Orang Kurang Upaya) as they are known in Malaysia. The financial assistance available for the disabled is in the form of incentives, scholarships and opportunities for qualified disabled candidates to pursue tertiary education. The main aim of the MOHE is to extend the opportunity for the disabled community to pursue lifelong learnings by providing financial assistance. In Malaysia, only the disabled who are registered with the Department of Social Welfare or Jabatan Kebajikan Malaysia and holds a valid OKU card are entitled to apply.
The financial assistance provided by the MOHE encompasses polytechnic and community college certificates, diplomas, graduate diploma, first bachelor’s degree, master’s degree and PhD. Currently, the ministry only approves applicants to undertake courses at 20 public universities, government-approved private institutions of higher learning, polytechnics and community colleges.
As a general guide, this financial assistance is specially meant for disabled candidates, regardless of whether the disabled candidate is currently enjoying facilities, privileges or assistance which are also meant for nondisabled students. However, if a particular disabled individual is currently enjoying some facilities, privileges or assistance meant for disabled students, then they will not be entitled to this financial assistance by MOHE as they would be enjoying double privileges. For example, if a disabled candidate is currently on a disabled person’s scholarship to pursue higher education at a university, then they will not be entitled to MOHE’s financial assistance for the disabled. Another important note is that the courses pursued by the candidate must be approved by the Malaysian Qualifications Agency (MQA) or the Public Service Department (JPA).
Applications for the financial assistance can only be made online at https://biasiswa.mohe.gov.my and applications must be made within 30 days from the start of the semester. For more information, eligible candidates can contact the Scholarship Division of the MOHE.
